Subject: [PATCH] ci: Fix clang23 compilation

- Update openal-soft to dev 2026-10-13
  - Latest OpenAL release 1.25.2 does not compile with Clang 23 which we use on the msys2 Windows builds.
- np: Add missing std::vector include
- vm: Add missing std::vector include
- rsx: Add missing std::vector include
- types: Add missing std::vector include
- qt: Add missing std::vector include
