BusyBox tar rejects the --posix that actions/cache passes it, so neither
the ccache nor the musl FFmpeg build was ever saved, and every run built
both from scratch (ccache hit 3 of 1005 calls). Install GNU tar and zstd,
and give the ccache a key of its own like the other jobs.
