- Define _LIBCPP_REMOVE_TRANSITIVE_INCLUDES for clang. Before C++23, libc++
  headers pull in many others for old code's sake (<vector> brings in
  <locale>). libstdc++ and MSVC ignore it.
- Turn off glslang's HLSL frontend everywhere, not just on Android. We only
  feed it GLSL.
- Don't build spirv-cross-cpp/msl/hlsl unless something links them (only
  hlsl, on Windows).

Clean Debug build on an M-series Mac: about 11% faster.
