3.60's index.dat carries tag 0x0B2B10F0, which sceResmgr_9DC14891 had no key for, so the shell couldn't read its item index and stopped on "A serious error has occurred". The key follows the tag in 3.60's mesg_led_02g.prx, laid out like the other versions' (3.52's mesg_led.prx has the 3.5x key the same way). 3.60 now boots to the XMB.
