Any JIT block invalidation, such as loading a module, sets
CORE_REENTER_DISPATCH. Core_Break only acted in CORE_RUNNING_CPU, so a
memory exception in that window was logged and dropped on the JITs and
the IR interpreter, while the interpreter (which never asks to re-enter)
stopped. That's how modules/cutrel failed only with --cpu=interpreter.
Stepping supersedes the re-entry request, so break there too.
