Nothing ran the 32-bit ARM JIT in CI: android-arm32 only builds. The
arm64 runners can't run it natively on every host (some are Neoverse
V3, without AArch32), so this cross-builds armhf on x86-64 and runs it
under qemu-arm, the same way as riscv64 and loongarch64. The cross
entries now carry their triple and qemu binary in the matrix.
