Henrik Rydgård d35d17bdd6 Add LoongArch64 CI build via QEMU chroot ...

Uses docker/setup-qemu-action to register the loong64 binfmt handler,
then builds and runs unit tests inside a debian:sid container. Precompiled
ffmpeg libraries already exist in ffmpeg/linux/loongarch64/ so no ffmpeg
build step is needed.
