sceIoRename() ignores any path on dest.
Also, change the interface so it can return an error code. Currently not
returning perfect error codes but it's better than before.

Start save stating the filesystem state.

Switch to "GPL 2.0 or later" for various reasons. I wrote most of the code I imported from Dolphin (which is GPL2-but-not-later), so it should be OK.
