- Fixes#22857
PES 2009 calls sceNetApctlGetState first and only calls sceNetApctlInit
when it fails with 0x80410a0d. We returned success, so Init was never
called, apctl's state never advanced and the Netconf dialog waited on
"Connecting to the access point" forever. A PSP returns 0x80410a0d before
Init and after Term (pspautotests net/adhoc/apctlinit).
After that the game polls sceNetGetLocalEtherAddr until it succeeds, which
we only allowed in ad hoc mode. Also allow it once apctl has connected. It
still fails with apctl initialized but not connected, as the test shows.

pspautotests net/adhoc/pair/gamemode:
- CreateMaster with size 0 fails with INVALID_DATALEN.
- CreateReplica for a MAC that isn't in the game mode group fails with
0x80410D13. PPSSPP made one, and then blocked the thread forever
waiting to sync with it.
- CreateReplica for the same MAC again gives ALREADY_CREATED. The check
compared the pointer instead of the MAC, so it never matched.
- A replica's ID is the member's place in the member list, host first:
the client's replica of the host is 0.

pspautotests audio/sceaudio/input and audio/sceaudio/routing.
- sceAudioInput fails until sceAudioInputInit, then checks that the
sample count is a nonzero multiple of 64 before checking the rate
(11025, 22050 or 44100 only). A rate of 0 now gets the PSP's error
instead of the USB mic's. Init takes about 3ms.
- A blocking mic input woke with the byte count rather than the sample
count that the non-blocking call returns.
- The routing functions are exported by both sceAudio and
sceAudioRouting, and the latter had its own copy that ignored the
stored modes. Both now share the one in sceAudio, with the ranges
checked. SetVolumeMode returns 0, not the previous mode, and both
modes start at 0.
sceAudio's savestate section goes to version 5 for the input init flag.

The VSH's Saved Data Utility opens msstor0p1:/ to ask whether a stick is
in and writable (ioctls 0x02125008/9) and what type it is (devctl
0x02125802), and gave up quietly when the open failed. msstor paths now
open as a node with nothing behind it, answering those as msstor.prx's
handlers and a PSP do (pspautotests io/msstor/msstor): in, writable, type
0x40, without rescheduling, and 0x80220183 for a short output buffer.

sceRegCreateKey returns 0x80082728 for a key that already exists, whatever
its type, and leaves the key alone. We replaced the key with an empty one,
which wiped any value nobody wrote back afterwards.

hleDelayResult and Sas's delay put the wait on whatever thread was
current, which in an interrupt handler is the idle thread it runs on.
With both idle threads waiting there's nothing left to schedule, the
same crash as sceDisplaySetMode in Gods Eater Burst's vblank handler.
Where pspautotests intr/delays shows what hardware returns there,
match it: sceIoOpen and __sceSasCore fail with ILLEGAL_CONTEXT,
sceMpegCreate with 80618008, and sceAtracReinit can deinit but not set
up the codec (807f00fd).

Checked against pspautotests audio/audiocodec, recorded on a PSP.
- Atrac3+: at3Related selects headered (mpeg.prx) or raw (libatrac3plus)
frames, instead of sniffing for the sync word. The header's size field
is 10 bits, as the context's. Header errors 0x211/0x213, bad frames
0x20a, all returning SCE_AVCODEC_ERROR_INVALID_DATA with nothing read.
- The first successfully decoded Atrac3+ frame, and the first two AAC
frames, produce no output. Checked sample-for-sample against hardware.
- Atrac3: the parameter at 0x28 selects the frame layout, as
libatrac3plus.prx's table maps it. We used to read its low bit as a
joint-stereo flag, which decoded mono (0x0F) streams as stereo garbage.
AtracCtx2 had the table's fields swapped the same way.
- at3_standalone's Atrac3 output was inverted relative to the PSP's
(sceAtrac too). Negate the IMDCT scale.
- CheckNeedMem sizes (AAC is 0x658c), codec 0x1004/0x1005, Init
validation (AAC sample rate, Atrac3 parameter, Atrac3+ channels), and
ReleaseEDRAM clearing edramAddr.
- Every call that reaches the ME now blocks for its measured time, and
decode time is modelled per codec and frame size.

Instead of the PSP's web browser, a dialog shows the URL the game wants
and opens it in the host's browser on X, or backs out on O. Either way the
game sees the browser closed normally. Platforms that can't open a URL
(the new SYSPROP_CAN_LAUNCH_URL) only offer to back out. Only plain
printable-ASCII http(s) addresses are handed over, and on Linux without a
shell.
What the firmware does (sceUtility_Driver, 6.61, plus
utility/dialog/htmlviewer): the HtmlViewer has its own state apart from the
other dialogs, so they don't block each other, and its calls return
WRONG_TYPE until one has started. The request size picks the 2.00 to 3.00
layout, and InitStart allocates 3.5MB of user memory (4.5MB with options
bit 0x400 from 2.70 on), failing with 800200d9 without it.
