Adds two new tests to GPU driver test screen: Adreno shader logic test and flat shading
...
The adreno test tests for the bug mentioned in #13910 .
Very clear repro on Adreno 630, Pocophone F1.
The flat shading test is an untested attempt at a repro of
(will test that tomomorrow).

Move most GPU things to Common.

It works after the move, on Windows and Android at least.
Deletes the D3DX9 shader compiler loader, which was not used.
