Zangetsu38andCopilot 295d4abf00 cmake: default BUILD_TESTING to OFF before yaml-cpp. 
- yaml-cpp includes CTest, which otherwise initializes BUILD_TESTING to ON in a fresh cache. Set the default before configuring yaml-cpp so curl does not unexpectedly build its test suite.

- Existing caches retain their configured BUILD_TESTING value.
